That’s what happened when the health care system in Texas, which was devastated by the 2010 flood, ran out of supplies and the people were stuck in the building for more than two weeks.
The state was forced to send people home and some were sent back to their homes.
But after a series of temporary relief orders, the people who needed help were allowed to return to their neighborhoods.
Some people are still living in temporary housing.
But the situation is better now.
The state is making changes to what it calls the temporary shelter system, which is part of its efforts to keep people in the community.
In the past, the temporary shelters were set up to house people who were homeless.
But now, some of the temporary housing has been used to house residents with serious medical needs.
The temporary shelter systems are a part of a plan to move the state’s homeless population from the emergency shelter system to a system that can house people with serious illnesses.
The temporary shelter will open this month and will have four beds and a kitchen, according to a news release from the Texas Department of Public Safety.
The emergency shelter has beds for people who are homeless, but they are not equipped to handle people who have serious illnesses or need care.
People living in the temporary houses will be allowed to stay for up to 12 hours.
The department said that it will use the temporary units to help people with severe mental illness or physical illnesses.
But not everyone is comfortable with the changes.
People have been asking for more permanent housing, said Lisa Mascaro, executive director of the Texas chapter of the American Civil Liberties Union.
People are scared that they might be arrested or sent to jail, she said.
Mascaro said she has not received any complaints about the temporary homes being used to hold people.
She said some residents were in tears after they were told they could stay in the buildings for another day.
“We’re not a city that does things in a hurry,” Mascado said.
But there is a concern that the temporary systems are being used as a way to take care of the people.
There’s been a lot of speculation about whether or not there will be enough beds, Mascario said.
She believes that the government needs to have a better plan to deal with a situation like this.
